Health care is in the midst of a revolution. The COVID-19 pandemic has triggered significant innovations with health care shifting to patients’ homes as a primary outcome. Policymakers and the marketplace have refocused attention to health care at home in terms of public benefit programs and business ventures. Among the highlights is the President’s proposal for $400B in expanded funding support for home and community-based care.
In addition, all the usual legislative and regulatory issues and concerns continue to arise. For home health these include annual payment rules, the evolution of Medicare PDGM, HHVBP, RCD, the Unified Post Acute Payment model design and compliance oversight. With hospice, there is the Medicare Advantage VBID demonstration project, the annual Medicare payment rule changes in the wage index, new survey and certification standards, intermediate sanctions, and expanded claims oversight among many other matters. In private duty home care, providers continue to faced staff shortages, scope of practice changes, state and federal employment law considerations, and minimum wage pressures. 
This traditional opening session brings Congress, the White House and federal agencies to the forefront with up-to-the-minute details on the legislative, regulatory, and legal actions. 2021 is a year of great opportunity! It is also one where we must continue to contend with the usual business of Washington.

  •  Identify the crucial health care issues pending before Congress and the Administration.
  •  Detail the innovations underway in Medicare and Medicaid that create opportunities for home care and hospice.
  • Discuss what the politics of health care means to home care and hospice.
